China's AI Cooperation Efforts

At the World AI Conference, President Xi Jinping pledged China’s support for developing countries in artificial intelligence. He emphasized the need for international cooperation in the field, stating that AI development should not be monopolized by a single country, but rather should be a collective effort.

Targeting the Global South

Xi announced that China would provide 5,000 training opportunities in AI for developing nations, which is seen as a strategic move to strengthen ties with these countries. He mentioned partnerships with the Association of Southeast Asian Nations, the League of Arab States, and the African Union as key areas for cooperation.

Concerns about Security and Control

Xi also highlighted the importance of ensuring that AI remains under human control and called for heightened risk awareness. He advised against excessive national security measures which could hinder cooperation, indirectly addressing U.S. export controls that have affected China’s access to advanced technologies.

Context of U.S.-China Relations

The remarks come as the U.S. has escalated restrictions on technology exports to China, underscoring tensions between the two nations. The Biden administration’s measures include limiting China's ability to acquire advanced semiconductors, significantly impacting Chinese tech firms such as Huawei and Nvidia.

Establishment of WAICO

The World Artificial Intelligence Cooperation Organization was formed with 29 countries signing an agreement in Shanghai. This organization aims to foster collaboration in AI across multiple regions, further solidifying China's role in international AI partnerships.
