OpenAI has announced it will provide its Daybreak AI cyber defense system to the Ukrainian government for free. This system is designed to identify weaknesses in digital systems and assist in developing solutions. Ukraine will also gain access to OpenAI's GPT 5.6 Sol model, an advanced AI model.

Context of Cyber Threats in Ukraine

The Computer Emergency Response Team of Ukraine (CERT-UA) reported nearly 6,000 cyber-attacks in 2025. These attacks often target civilian infrastructure, including hospitals and power plants. George Osborne, Head of OpenAI for Countries, stated that protecting civilian infrastructure involves defending against both physical and digital attacks to ensure essential services remain accessible.

Industry Reaction and Implications

Rafe Pilling, senior director of threat intelligence at Sophos, noted that Russian offensive cyber operations have been a significant part of their aggression against Ukraine since 2014. He views this initiative as a valuable force multiplier for Ukraine's cyber defense efforts. Jamie MacColl, a senior research fellow at RUSI, mentioned that Western tech firms have supported Ukraine, gaining valuable data from the conflict, and that Ukraine already uses AI tools from other providers like Google.

Dual-Use Nature of Frontier AI Models

The capabilities of advanced AI models, referred to as "frontier" models, can be used for both cyber defense and attack. Their ability to identify system weaknesses can help defenders block hackers but can also be exploited by attackers. While some companies like Anthropic restrict access to their powerful systems, OpenAI has allowed certain European firms and UK banks to use its most advanced models.
